The solution can be found at http://wiki.cocoondev.org/Wiki.jsp?page=Cocoon2.1DevSetupWin2000, issue no. 13 or at http://wiki.cocoondev.org/Wiki.jsp?page=NoMoreDtmIdError "The solution", because it's a similar reason for both issues.
