Subject JSP XML format

When attempting to use the <jsp:text></jsp:text> on
Cocoon-2.1 dev and Orion 2.0.1 I get an error message:

- [Undeclared prefix in name: "jsp:text"]

The code I am using works when run directly on Orion
and is as follows:

<?xml version="1.0" encoding="UTF-8"?>
<jsp:root xmlns:jsp="http://java.sun.com/JSP/Page"
version="1.2">
<jsp:directive.page language="java"
contentType="text/xml;charset=UTF-8"/>

<page>
  <header title="Main Page"></header>  
  <p>Hello, this is a <jsp:text>Test</jsp:text></p>
</page>

</jsp:root>

Is there anything in the config that I can change to
get this to work?
