Cocoon never needed Tomcat. You could use most of the modern servlet
containers instead.
In 2.1 Cocoon is shipped with Jetty which is a light weight servlet
container and you can just get Cocoon from CVS, do:
>build webapp

then

>cocoon servlet

and point your browser to http://localhost:8888

and that's it.
