Subject components declaration in sub sitemap

if a component for a serializer or an action is in component section in
root sitemap should this component be in a sub-sitemap again or not or
doesnt matter.

in a locale example
i have in components section in my sub-sitemap in actions:

<map:action name="locale" logger="sitemap.action.locale" src="org.apache.cocoon.acting.LocaleAction">
				<!-- Creates a new session if needed. Used with 'store-in-session' param -->
				<create-session>true</create-session>
				<!-- Stores locale information in session. A session should be created before,

but there is an other one entry in cocoon's main sitemap

<map:action logger="sitemap.action.locale" name="locale" src="org.apache.cocoon.acting.LocaleAction"/>

when i remove locale action from my sub-sitemap everything seem to work
fine. included i18n transformation.

what's the best approach?
