I tried both of them, first I copied the endorsable jars to TOMCAT_HOME/common/endorsed, then
tried TOMCAT_HOME/common/lib/endorsed.

I do not think, that it has with the endorsable jars to do. Tomcat can not recognize cocoon
at all, it should be another thing, but I do not know what.

Ah, that's the problem - did you put them in $TOMCAT_HOME/common/endorsed
or $TOMCAT_HOME/common/lib/endorsed?  The first is correct - the second
is what you mentioned below.
