Hi,
have you tried the following?

...
<map:match pattern="portal/**">
<map:act type="my-create-session-action">
    <map:parameter name="parameters" value="true"/>
    <map:read src="portal/{../1}"/>
</map:act>
</map:match>
...

Would be the first thing I'd try.
(see http://xml.apache.org/cocoon/faq/faq-sitemap.html, "*When I add an 
action to a pipeline Cocoon returns an error.")*
