Subject Poral-FW: New application requires Tomcat restart?

Hi,

It appears that if you declare an application within a
sitemap, it doesn't get picked up until Tomcat (I
haven't tried with other servers) is restarted.  This
seems to be a regression of functionality from what it
used to be.  Have there been any changes within
authenitcation/portal frameworks that cause this
behaviour?

I'm using Cocoon-2.1 from a few days ago and Tomcat
4.1.18.

Here is my application declaration:
