Subject resource-exists action always returns true

Hi, for some reason resource-exists action always
returns true, no matter what I enter in the value for
the uri (see the sitemap below).  Am I making some
really stupid mistake here?

  <map:act type="resource-exists">
  <map:parameter name="url" value="BLAH"/>
    <map:generate type="imagedirectory"
src="{global:static-files}/albums/{request-param:event-id}"/>
    <map:serialize type="xml"/>

src="portal/portlets/resources/events/no-images.xml"/>
  <map:serialize type="xml"/>
</map:match>

Any ideas would be greatly appreciated.
