According to the 2.1 docs this needs to be org.apache.cocoon.acting.RequestParamAction

Again, according to the 2.1 docs this needs to be
  <map: parameter name="parameters " value ="true">

Starting with 2.0.4 you can use the following syntax instead of using
RequestParamAction :

 <map:generate src="{request-param:xml_file}"/>

See documents on "InputModules" for an explanation.
