what about simple xhtml-image-tag pointing to the map:match
which is creating your jpeg (based on a svg) ?
something like this:

in the coplet:
<img src="/mychart.jpg"/>

in the sitemap:
<map:match pattern="graphics/*">
 <map:generate src="yourdata.xml"/>
 <map:transform src="data2svg.xsl"/>
 <map:serialize type="svg2jpeg"/>
</map:match>
