If you did not solve it until now:

(http://xml.apache.org/cocoon/userdocs/concepts/sitemap.html, search for 
"calling resources" at this site.)

<map:pipeline>
   <map:match pattern="site">
     <map:call resource="buildsite">
       <map:parameter name="lang" value="{lang}"/>
     </map:call>
   </map:match>
</map:pipeline>

Now you can use {lang} in your <map:resource/> too.
