Your xsp page requires the cocoon processing instruction:

   <?cocoon-process type="xsp"?>

I have also seen the <xsp:page> tag written:

<xsp:page language="java" xmlns:xsp="http://www.apache.org/1999/XSP/Core">

I am not clear if both are acceptable.
