Thanks. I got it to work this way in an xsp page:

<form method="post">
  <xsp:attribute name="action"><xsp:expr>
    response.encodeURL
      (String.valueOf(<xsp-session:get-attribute name="requrl"/>))
  </xsp:expr></xsp:attribute>
  <!-- other stuff -->
</form>

You need <xsp-response:encode-url>
