I didn't make myself clear, I am afraid... UTF-8 is UNICODE, as is UTF-16. 
They are just different type of UNICODE. It seems the UNICODE of PG Sql is 
UTF-8.

Therefore, you have to say it is UTF-8, and the XSP has to be UTF-8 also.
