You have to put this line into the cocoon.xconf:

  <sitemap class="org.apache.cocoon.components.treeprocessor.TreeProcessor"
logger="sitemap"/>

and comment out the other <sitemap ...> element.

I thought that perhaps one of the two versions might not act properly
with action sets.
