Subject Can't change log levels - grrrrr

I've changed log levels to ERROR in logkit.xconf and in web.xml. Still
getting debug messages (Generated a 1 gig+ log yesterday).

Anyone know why. Here's my configs:

web.xml

   <init-param>
      <param-name>log-level</param-name>
      <param-value>FATAL-ERROR</param-value>
    </init-param>

logkit.xconf

  <categories>
    <category name="cocoon" log-level="ERROR">
      <log-target id-ref="cocoon"/>
    </category>
    <category name="root" log-level="ERROR">
      <log-target id-ref="root"/>
      <category name="store" log-level="ERROR">
         <log-target id-ref="components"/>
         <log-target id-ref="filter"/>
      </category>

      <category name="xslt" log-level="ERROR">
         <log-target id-ref="components"/>
         <log-target id-ref="filter"/>
      </category>
    </category>
  </categories>
