You have to setup a new context in your $CATALINA_HOME/conf/server.xml file
like so:

<Context
    docBase="cocoon.war"
    root="/develop"
    debug="0"
    .../>

See the Tomcat docs for more info. Also look for the "/examples" context in
your server.xml file already. That will give you some idea.
