I think there are installation specific build directives/customizations 
that would not be available with a generic WAR distribution. For example, 
not the instructions regarding sql functionality that require the 
Tomcat\webapp location.

Whether this flexibility / complexity is necessary or not, is a good 
question. However, given the variety of combinations of cocoon plus servlet 
runner, it seems to be inevitable.
