Its working perfectly in my environment (Tomcat/latest Cocoon2). It also
worked with earlier versions of C2. Perhaps you have a caching/reloading
problem.

In my HTML <head>:
<meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-1">
