Shouldn't that be file:///var/apache/... ?

The format[1] is:

file://<host>/<path>

<host>/ can be omitted, and <path> is "/var/apache/...", so the final thing is
file:///var/apache/..

Or just file:/var/apache/..

Anyway, It might be better to use a PI:
 <?xml-logicsheet href="/WEB-INF/VSPTagLib.xsp.xsl"?>

That way, you don't have to restart your servlet container on every
modification.
