I don't think this will get executed, although I may be mistaken....
Just for the heck of it, I tried this and got a compilation error. 
The reason is that I think util being a taglib (and hence implemented in
XSL) probably does not delegate calls to the xsp processor and hence it
screws up... 
Can someone correct me if I'm wrong?

I haven't checked it, but think it should work.

Or better yet:

<util:include-file><xsp:attribute name="name"><request:get-parameter
name="something"/></xsp:attribute></util:include-file>
