I think I experienced this one early on.  I believe the error message is
misleading; it isn't really upset about OPTION, it is upset about SELECTED,
which is an attribute but isn't followed by ="expr".  I solved mine by
doing it like this:
     <OPTION>
          <xsl:attribute name="SELECTED"/>
          00
     </OPTION>

You could also try something like
     <OPTION SELECTED="true">00</OPTION>

which I think will also work.

I try to use Cocoon 1.8.2. I made a year ago a style sheet which worked
with version 1.5. I made some transformations to be up to date with
1.8.2.

The following code:

        <xsl:template name="minute">
                <SELECT NAME="{@NOM}Minute">
                        <OPTION SELECTED>00</OPTION>
                        <OPTION>15</OPTION>
                        <OPTION>30</OPTION>
                        <OPTION>45</OPTION>
                </SELECT>
        </xsl:template>

throws:

And there is no problem if I comment OPTION tags.

I have also a problem with characters' accentuation in french ('e, `a,
`e...etc)
