   The precise problem that occurs when this format is changes is that some
browsers (Netscape 4, to be exact) attempt to download the XML file. Cocoon
does not kick in at all.

   Internet Explorer and Netscape 6, however, has the nonesistant DTD
reference in it.

   In other words, the DTD is not removed in all browsers, and in general
the situation is worse because of the difference in behavior between
browsers.
