Subject Serving xml pages from directories other than webapps/cocoon...

I currently am able to serve *.xml pages that reside in (or below) the
webapps/cocoon directory, but I'd like to use cocoon to serve content
across my whole site, including giving users the option of using it
themselves.

For example, users could use .xml, .xsl files in their ~/public_html
directories to build their own home pages, and the webmaster (me)
can manage the rest of the site in a similar way.

Is this possible?
What do I need to do to allow this?

    FreeBSD 4.2-Stable

  Web server:
    Apache/1.3.14 (Unix) mod_jk mod_fastcgi/2.2.10 mod_perl/1.24
    PHP/4.0.4pl1 mod_ssl/2.7.1 OpenSSL/0.9.6

  Servlet container:
    Tomcat Web Server/3.2.1 (JSP 1.1; Servlet 2.2; Java 1.2.2; FreeBSD
    4.2-STABLE i386; java.vendor=Sun Microsystems Inc.) 

  Java version:
    linux-jdk.1.3.0
      (output of java -version:
        java version "1.3.0"
        Java(TM) 2 Runtime Environment, Standard Edition (build 1.3.0)
        Classic VM (build 1.3.0, green threads, nojit)).
