I had the same problem and
decided to put the examples into
an "examples" directory , and
investigate till the things works...
I don't know why the servlets name is used since
it appears nowhere in the config files...
(maybe have I forgotten some place)

now I have edited mod-jk.conf-auto generated config
in order to mount
cocoon to /tomcat/cocoon
and not cocoon/servlets to /cocoon
and this works better...

at the end is the section in my-mod-jk.conf tha I load into apache 
httpd.conf file

 my web.xml in cocoon
is the same...

note also that I'm mapping
cocoon into /tomcat/coccon
instead of /cocoon ... 
that is my choice, to avoid mixing tomcat
 and apache hieracrhy...
I had to add a mapping into tomcat/conf/server.xml

I encountered this same problem, try renaming the "servlet" directory to 
"servlets", and when making the request change the "servlet" in the URL to 
"servlets".  Not sure exactly why, but this worked for me.
