C2 has the facility to use relative files.  It is relative to the
context root.  So you can use the following:

<parameter name="href" value="ch/blah.xsl"/>

If there is no protocol selected Cocoon already tried to use the
file:// protocol.  There was a bug in the implementation that made
the relative URLs unpredictable.  I have since fixed that bug, so
you can specify the relative URL and have it portable between
contexts.
