Subject HELP! with XML/XSP includes

I have 2 XML files (file1.xml and file2.xml) where both of them contain
some XSP tags.  I am trying to find out if it's valid to include one into
another, i.e. include file2.xml into file1.xml.  If so, can someone please
send me samples.  I have included my files at the end of this email so if
anyone out there knows what I am doing wrong, please let me know.

I first tried <util:include-file name="file2.xml"/> but that simply
includes the file without compiling the xsp stuff which is what I want.
So, I tried using <include xinclude:parse="xml" xinclude:href="file2.xml"/>
but it's giving me Java.lang.exception errors.

Below is the simplified version of files.

ANY HELP IS GREATLY APPRECIATED.
