I'm not really sure, but why don't you remove above encoding attribute? The 
patched JDBC driver should work without this ( and work better sometimes?).

Make sure this 静脈 is EUC...

And try to remove this encoding attribute, also. The pached JDBC driver 
does the rest of work.

By the way, what's your postgreSQL's default encoding? I thought that if 
the default encoding is UTF8, then postgresql may fail the internal 
encoding conversion ( to Japanese encoding).
