I had the same error on a winnt, using the jvm from ibm (jdk1.1.8) with tomcat 3.2.1.
switching to sun jdk 1.3 removed the exception.
it could be a Tomcat problem: when I started it I got
(ibm jvm)
2000-12-21 08:15:30 - Ctx( /cocoon ): Reading E:\Servers\ApacheGroup\jakarta-tomcat\webapps\cocoon/WEB-INF/web.xml

instead of
(sun jdk)
2000-12-21 07:29:08 - Ctx( /cocoon ): Reading E:\Servers\ApacheGroup\jakarta-tomcat\webapps\cocoon\WEB-INF\web.xml
(note the slashes)

while the stack trace pointed to line [347] of XSPProcessor.java.
