As few as possible and as many as necessary. Do it like you do your OO-Designs. What occurs on all pages? Put it in a central stylesheet. What occurs on all pages in a directory? Put it in a stylesheet for that directory and xsl:include or xsl:import the central stylesheet. What occurs on only one page? Put it in a stylesheet of its own and include the directory stylesheet. The same goes for XSP. Make a central taglib that is used by all your pages (navigation bars etc.). Make a directory taglib that is used by all pages in that directory.
