It's being done automagically because <,>, and & are illegal text in XML. 

if you are pulling data from SQL, it's advised you switch to the esql
taglib that Donald Ball wrote, and use the get-XML tags in the result
processing. This iwll get the data as is, and treat it as a DOM object.
