Subject Problems with format-number()

Hi,

i got a problem using the format-number() in a XSL
under Windows NT 2000.
If the system locale is set to "English (United
State)", the following XSL portion works ok:

----------------------------
<xsl:decimal-format name="european"
    decimal-separator="," grouping-separator="." />
...
<xsl:variable name="variable">10.1000</xsl:variable>
<xsl:value-of select="format-number($variable,
'#.###,000000', 'european')"/>
----------------------------

The output is what i expect:

"10,100000"

But if i switch the system locale to "Italy", the
contry where i live, the output is:

"101.000,000000"

There is a way for make my XSL work with any locale
the user will set?
