Two ways to do it:
- embed calls to the request object inside code to create a new tag

<xsp:page>
  <page>
    <my-request>
       <xsp:attribute
name="uri"><xsp:expr>request.getRequestURI()</xsp:expr><xsp:attribute>
    </my-request>
  </page>
</xsp:page>

Should produce:

<page>
  <my-request uri="/foo/bar.xml"/>
</page>

- or, use the request taglib

<xsp:page xmlns:request="http://www.apache.org/1999/XSP/Request">
  <page>
    <my-request>
      <xsp:attribute name="uri"><request:get-request-uri/></xsp:attribute>
    </my-request>
  </page>
</xsp:page>

Try those.
