No, that's for including templates from other XSL sheets.

<xsl:copy-of select="document('foo.xml')"/> or <xsl:apply-templates 
select="document('foo.xml')"/> (the former inserts it literally, the latter 
processes it thru the current stylesheet) would work, BUT only if foo.xml 
was well-formed XML.
