Which WAP browser are you using?  Most Phone.com based browsers DO NOT
display WBMP files (despite their claims to the contrary - Phone.com !=
WAP).  Only phones containing the very new 4.0 browser work with WBMP
images, I've yet to see a phone in the USA that has that browser in it.  If
this is your problem use a Windows 1 bit bitmap (.bmp) file.   Nokia,
Ericsson and other WAP browsers do support WBMP.

 You have to set the MIME types in web.xml .

<mime-mapping>
        <extension>
            wbmp
        </extension>
        <mime-type>
          image/vnd.wap.wbmp
        </mime-type>
    </mime-mapping>
<mime-mapping>
        <extension>
            wml
        </extension>
        <mime-type>
          text/vnd.wap.wml
        </mime-type>
    </mime-mapping>
<mime-mapping>
        <extension>
            wmls
        </extension>
        <mime-type>
          text/vnd.wap.wmlscript
        </mime-type>
    </mime-mapping>



which is in root/web-inf directory
