Oh dear, it really needs to work with relative urls :-(

with this URL: http://localhost/cocoon/xinclude/xinclude.xml
which is this file:

<?xml version="1.0"?>

<?cocoon-process type="xinclude"?>
<!--<?cocoon-format type="text/xml"?>-->

<include xinclude:parse="text" xinclude:href="foo.txt"/>
<include xinclude:parse="xml" xinclude:href="foo.xml"/>

I get this response from TomCat 3.1 and Cocoon 1.8:

<!--<?cocoon-format type="text/xml"?>-->
<page xmlns:xinclude="">
<include xinclude:href="foo.txt" xinclude:parse="text"></include>
<include xinclude:href="foo.xml" xinclude:parse="xml"></include>
<!-- This page was served in 1137 milliseconds by Cocoon 1.8-dev -->

It just looks like the processing is not getting done.

With IWS Server and Cocoon 1.7.5 I get this:

java.lang.RuntimeException: Cannot access non-file/war resources
	at org.apache.cocoon.Utils.getBasename(
