Subject Using document()

I have a problem using the document() function
in Xalan and Cocoon.

Basically, I am using a statement like this:

<xsl:apply-templates select="document('../menu.xml')"/>

Which doesn't seem to work.  Cocoon says it can't
load the file, gives the full resource location, and
the file is where Cocoon said it couldn't find it.

If the document is formatted like this

  <item href="home.xml">Home</item>
  <item href="about.xml">About</item>

it works.

But if the document has anything deeper like

  <item href="home.xml">Home</item>
  <group title="My Products">
    <item href="product1.xml">Product 1</item>
    <item href="product2.xml">Product 2</item>

Then it won't load.  Can anyone help me?
