In Cocoon 1.7.4 this works (apparently they changed <xsp:pi name=""> to
<xsp:pi target=""> but try both name and target):

<?xml version="1.0" encoding="iso-8859-1"?>

<?cocoon-process type="xsp"?>
<?cocoon-process type="xslt"?>

<xsp:page language="java"
xmlns:xsp="http://www.apache.org/1999/XSP/Core">

<docroot>

<xsp:pi target="xml-stylesheet">
href="<xsp:expr>request.getQueryString()</xsp:expr>" type="text/xsl"
</xsp:pi>

</docroot>

</xsp:page>
