Thanks for your response.  I do not see jserv.conf specifically included in
httpd.conf, however the servlets are working on that server, thus I never
concerned myself with this addition to httpd.conf.  I am guessing that my
web host may be starting JServ separately from Apache server.  Does that
make sense?

  Did you include your jserv.conf file into httpd.conf?
  Something like  "Include /etc/httpd/conf/jserv/jserv.conf"
