Suppose you have

<xsp:page ...>
  <xsp:logic>private String s = "hello";</xsp:logic>
  <foobarpage>
    <xsp:expr>s</xsp:expr>
  <foobarpage>
</xsp:page>

Anything inside the first non-XSP element (in this case, foobarpage) is put 
in populateDocument, and so is foobarpage itself. Foobarpage becomes the 
root element of the XML that XSP outputs. So the xsp:logic tag generates 
code outside the method, and xsp:expr goes inside the method - in this 
particular example.
