Subject Nesting <'s and >'s

Hi

Suppose I have the XML file:

<?xml version="1.0"?>
<?xml-stylesheet href="login_std.xsl" type="text/xsl"?>
<?xml-stylesheet href="login_wml.xsl" type="text/xsl" media="wap"?>
<?cocoon-process type="xslt"?>
<dummy>
  <action>http://machine.domain.top/</action>
</dummy>

With the appropriate XSLT, I want to produce the following
HTML:

<html>
<body>
<form action="http://machine.domain.top/">
  <!-- placed stuff here -->
</form>
</body>
</html>

How do I prevent ending up with something like
<form action="<xsl:value-of select="action"/>">
in the XSL file?
