Subject Generating CSS in XSL

What are people doing to translate XML into CSS? I haven't really been able to
come up with a good way to do this. It seems like one way to do it is have
something like:

<byline background-color="#FFFFFF" position="absolute">
...
</byline>

This puts all the CSS in the XML tag as attributes but at that point is it
really any more useful than HTML? Is there some kind of text/css formatter for
Cocoon that elegantly answers this question? Are people doing something like
blah-html.xsl and linking to an external CSS stylesheet generated by
blah-css.xsl where blah-html.xsl and blah-css.xsl both read the same XML file?
