actually, should this just be

<xsl:processing-instruction
name="xml-stylesheet">href=&quot;whatever&quot;
type=&quot;otherthing&quot;</xsl:processing-instruction>

since the href and type "attributes" of the PI aren't really truly
attributes, but merely a convention?
