I agree it should be another project altogether.  The problem is my company would
rather buy than build :-(.

I think it should be another project, because we cannot count on people
using cocoon to model their workflows. For the same reason cocoon is
seperate from Xerces and Xalan - we want to be able to plug-in whatever
tools we like to use. That being said methinks that workflow is
something very important for companies, but less important for
individuals and small groups. And seeing that cocoon is currently
developed by individuals and small groups, I daresay that this project
would be better off being done in a sponsoring company. Nonetheless, if
such a project comes off, you can count me in as an individual ;-) I
have been looking for (and discarding) workflow products for many years.
This is a software category that desperately needs to be OpenSource and standards-based.
