Subject problem with character entities

Hello,

I'm having problems getting character entities to display.  I'm
using the default parser and XT as the XSLT processor.  No error is
emitted, but the entities just don't show up in the HTML output.

Here are the first few lines of my XML --

<?xml version="1.0"?>
<?cocoon-process type="xt"?>
<?xml-stylesheet href="component.xsl" type="text/xsl"?>
<!DOCTYPE ead [
<!ENTITY % ISOlat1 SYSTEM "ISOlat1.pen">
%ISOlat1;
<!ENTITY eacute  "&#233;" >
]>
<ead id="viu01143">
...

Using this declaration, accented e's are displayed, due to the inclusion
of the entity declaration.  However, none of the entities declared in
ISOlat1.pen work.

Here's the beginning of ISOlat1.pen --
<!ENTITY Agrave  "&#192;" ><!-- capital A, grave accent -->
<!ENTITY Aacute  "&#193;" ><!-- capital A, acute accent -->
<!ENTITY Acirc   "&#194;" ><!-- capital A, circumflex accent -->
<!ENTITY Atilde  "&#195;" ><!-- capital A, tilde -->
<!ENTITY Auml "&#196;" ><!-- capital A, dieresis or umlaut mark -->
<!ENTITY Aring   "&#197;" ><!-- capital A, ring -->
<!ENTITY AElig   "&#198;" ><!-- capital AE diphthong (ligature) -->

Is anyone else having similar problems?  Am I doing something wrong?
