Is it sensible for the home page of the Cocoon Wiki docs to be pointing 
users at an external "community" site that could potentially spread the 
community too thinly to make it useful?

Please don't get into a discussion about whether this is the case or 
not, I have no objection to the sites being in existence, they are both 
trying to do valuable work. I am simply asking if this is a legitimate 
use of the Cocoon Wiki.
