add <bean name="expression-language:blockcontext" class="org.apache.cocoon.sitemap.expression.BlockcontextInterpreter"
/> to your app context then use it in your sitemap as {blockcontext:raw-to-internal.xsl}
where raw-to-internal.xsl would be resolved against the current blockservice file uri.
