If using maven 2, might be, yes.

Regardless of download presence, at the very least there should be a 2.2 site 
set up and running.

Next, announcements has to be sent out. It should go out to announce@a.o as well.

How else people would know about new release if it is not mentioned anywhere?

It's not difficult if you know it all. It is not trivial for users, especially 
with no Spring exposure.

Do I understand it correctly - it should be turned off to simplify release 
process? Sounds Ok to me if that's the case.
