The additional check:

boolean needsRefresh =

           (entry.getCompileTime() + checkTime < System.currentTimeMillis());

is needed to comply to the specifcation of the check-time parameter in the configuration of
java script flow interpreter in the cocoon.xconf. The check time is the time in miliseconds
between the checks for the last modification date of script file. See also line 553 in
for modification checks for the top level scripts.
