Case-insensitive matching of CAPTCHA validation strings is desirable, because certain upper/lowercase
character pairs can be very difficult to disambiguate due to the glyph distortion.

The attatched patch adds a new attribute to control this:

Attribute: <fd:validation/fd:captcha/@case-sensitive>
Values: "true" | "false"
Default: "true"
